Continuing a family tradition of public life in Hoshiarpur district, Sh. Arun Dogra, popularly known as Mickey Dogra, has built a political career through local governance, Congress organisation and legislative representation. He served as the Member of the Punjab Legislative Assembly from Dasuya between 2017 and 2022.

Early Life and Family Background
Born on 1 August 1968 in Dasuya, according to PTC News’s biographical profile, Arun Dogra is the son of the late Sh. Ramesh Chander Dogra—a four-time Dasuya MLA, former Deputy Speaker and former Punjab Cabinet Minister. His father’s political career established a longstanding family association with the constituency.
Arun Dogra’s election affidavits record matriculation in 1984 and identify his professional background as business and agriculture. Alongside these pursuits, he developed his involvement in party organisation and local public affairs.
Organisational Roots and Local Governance
Before entering the Punjab Vidhan Sabha, Dogra gained experience in civic and cooperative institutions. He served as a Municipal Councillor in Hoshiarpur from 1998 to 2003 and as a Director of the Cooperative Bank, Hoshiarpur, from 2006 to 2011, according to his published profile.
His political background also includes Congress organisational responsibilities. The Tribune identifies him as a former District Youth Congress president, reflecting his participation in party work before his election to the Assembly.
Legislative Journey: Winning Dasuya in 2017
Dogra contested the July 2012 Dasuya by-election as the Congress candidate after the death of BJP MLA Amarjit Singh Sahi. He lost to Sukhjit Kaur Sahi, but remained involved in constituency politics and subsequently contested again.
His electoral breakthrough came in the 2017 Punjab Legislative Assembly elections. He secured 56,527 votes, defeating Sukhjit Kaur Sahi by 17,638 votes. The victory brought him into the 15th Punjab Legislative Assembly and restored Congress representation in Dasuya.
Legislative Responsibilities and Constituency Advocacy
During his Assembly tenure, Dogra served on legislative panels, including the Public Undertakings Committee and the Committee on Estimates for 2018–19. These assignments involved scrutiny of public-sector institutions and government expenditure.
Among his documented constituency interventions was support for district status for Dasuya. In April 2017, he joined the MLAs of Urmar and Mukerian in backing the demand and expressed their intention to approach the Chief Minister together.
A January 2022 review recorded that the district-status demand remained unresolved, alongside other longstanding concerns involving healthcare, employment and development in the Kandi region.
Continuing Public Engagement
In the 2022 Assembly elections, Dogra received 34,685 votes and finished runner-up to AAP candidate Karambir Singh, who won by 8,587 votes.
After leaving the Assembly, he continued participating in Congress activities. A September 2026 report documented his presence at a Hoshiarpur organisational meeting involving senior leaders, office-bearers and workers.
Sh. Arun Dogra’s journey connects his family’s political legacy with his own experience in municipal governance, cooperative institutions and the Punjab Assembly. His 2017 victory and continued regional engagement form the principal milestones of his public profile in Dasuya and Hoshiarpur district.
