Early Life, Education and Student Leadership
Born on 19 September 1954 in Hoshiarpur district, Sood pursued higher education at Panjab University, Chandigarh. His academic qualifications include a B.Sc., an LL.B. and a master’s degree in Political Science. His election affidavit independently records his law and postgraduate studies.
His involvement in public life began through student organisations. He served as Secretary of the Akhil Bharatiya Vidyarthi Parishad in Chandigarh from 1973 to 1976, followed by its Hoshiarpur presidency from 1977 to 1980.
His organisational work extended into community activities through the Bharat Vikas Parishad, Hoshiarpur, where he served as president from 1983 to 1990. He later became BJP district president in Hoshiarpur from 1995 to 1997. These roles preceded his entry into electoral politics.
Three Consecutive Assembly Victories
Sood first won the Hoshiarpur Assembly constituency in 1997 as a BJP candidate, receiving 39,444 votes and defeating BSP candidate Mohinder Pal by 22,115 votes.
He retained the seat in 2002, winning a closely contested election against Congress candidate Naresh Thakur by 308 votes. A third consecutive victory followed in 2007, when he defeated Congress candidate Charanjit Singh Channi by 4,401 votes. Together, these victories gave him approximately fifteen years of continuous legislative representation.
Ministerial Responsibilities in Punjab
During the SAD–BJP alliance governments led by Chief Minister Parkash Singh Badal, Sood held responsibilities across several departments.
His earlier ministerial service included Excise and Taxation. Following the alliance’s return to power in 2007, his Cabinet responsibilities included Medical Education and Research, Parliamentary Affairs, Labour, and Forests and Wildlife Preservation.
In the May 2011 Cabinet reshuffle, he received Local Government and Industries and Commerce, while retaining Parliamentary Affairs. These assignments placed him in departments concerned with civic administration, industrial development and legislative business.
Engagement with Development and Community Institutions
Contemporary reporting records his involvement in discussions on maintaining roads, parks, streetlights, water supply and sewerage in Punjab’s industrial areas. In June 2011, he outlined a proposed framework involving industrialists and residents in the maintenance of common infrastructure.
The Lok Sevak Mandal’s Hoshiarpur centre also records that Sood provided grants from ministerial discretionary funds, offering a documented example of support for a local institution engaged in education and community services.
Advisory Role and Continuing Public Life
After his Assembly tenure ended in 2012, Sood served as Political Adviser to Chief Minister Parkash Singh Badal from 2013 to 2017.
He subsequently continued participating in BJP activities and public debate. Reporting in 2026 documents his involvement in party organisation and a BJP team assigned to assess rain-related crop losses in Punjab.
For Hoshiarpur, Sh. Tikshan Sood’s career connects several decades of student leadership, constituency representation and state administration. His three Assembly victories and varied ministerial assignments remain the principal milestones of his public journey.
