## Business Background and Connection with Hoshiarpur

Before entering the Punjab Legislative Assembly, Arora established himself in business,
including real estate. His commercial background became a significant part of his
public identity as he moved into politics through the Indian National Congress.

He contested his first Assembly election from Hoshiarpur in 2012 and won, beginning
a decade of representing the constituency in the state legislature.

## Two Consecutive Terms as MLA

Arora secured the Hoshiarpur Assembly seat in **2012** and retained it in **2017**.
In the second election, he defeated BJP candidate Tikshan Sud by **11,233 votes**.

These successive victories established his position in Hoshiarpur’s political life
and provided the foundation for his subsequent ministerial responsibilities.

## Responsibility as Industries and Commerce Minister

In **2018**, Arora joined the Cabinet led by Chief Minister Captain Amarinder Singh
and took charge of the **Industries and Commerce portfolio**. He served in that
administration until the change in Punjab’s government leadership in September 2021.

His departmental responsibilities included promoting industrial development, facilitating
business investment and supporting enterprises across Punjab.

At a departmental meeting reported in September 2019, he highlighted the implementation
of Punjab’s Industrial and Business Development Policy, 2017, the Business First
portal and single-window permissions. He also encouraged support for young people
establishing micro, small and medium enterprises.

## Development Initiatives in Hoshiarpur

Arora’s period as MLA coincided with initiatives involving public recreation, mobility
and urban amenities.

A September 2021 Indian Express report highlighted women-driven e-rickshaws, the
installation of **110 open-air gyms across the district**, and cycling facilities,
including dedicated tracks and smart bicycles.

These initiatives formed part of the development activity associated with his tenure,
implemented through the work of government departments and local agencies.

## Later Political Journey

After two Assembly terms, Arora lost the Hoshiarpur seat to AAP candidate Brahm
Shankar Jimpa in 2022. He joined the BJP in June that year and returned to the Indian
National Congress in August 2024.

## A Place in Hoshiarpur’s Public Life

Sunder Sham Arora’s journey connects business experience, constituency representation
and state-level administration. His two Assembly election victories and service
as Industries and Commerce Minister are central milestones in that career.

For Hoshiarpur, his profile forms part of the city’s contemporary political history—
linking local representation with the wider questions of industrial growth, enterprise
and civic development.
