Education and Background
Dogra brought an engineering background to public life. His 2012 election affidavit records a B.Sc. in Civil Engineering from G.N.E., Ludhiana, completed in 1962, and identifies agriculture as his profession. These details add another dimension to a career remembered principally for electoral politics and ministerial service.
His political identity became closely associated with Dasuya, a constituency encompassing towns, agricultural communities and parts of the Kandi region.
Four Electoral Victories from Dasuya
Dogra first entered the Punjab Legislative Assembly in 1985, winning Dasuya as an Independent candidate. He subsequently joined the Indian National Congress and won the constituency again in 1992, 1997 and 2002. These four victories established his long association with the seat.
His electoral record included both substantial victories and exceptionally close contests. In 1997, he defeated BJP candidate Mahant Ram Parkash by just 53 votes. In 2002, his winning margin against the same opponent increased to 12,083 votes.
Deputy Speaker of the Punjab Legislative Assembly
Dogra served as Deputy Speaker from 7 April 1992 to 7 January 1996, according to the Punjab Legislative Assembly’s members’ compendium.
The position placed him within the Assembly’s presiding leadership, with responsibilities connected to conducting legislative proceedings and maintaining parliamentary procedure. His tenure began during Chief Minister Beant Singh’s administration and continued into early 1996.
Cabinet Responsibilities
During the Congress government led by Captain Amarinder Singh between 2002 and 2007, Dogra held ministerial responsibilities that included Health and Family Welfare and Technical Education. The Twelfth Finance Commission’s official record also identifies him as Punjab’s Health and Family Welfare Minister during its July 2004 meetings with the state government.
These portfolios connected his administrative work with public health services, professional education and opportunities for technical training.
Advocacy for Dasuya
Dogra’s constituency work included raising the demand for district status for Dasuya. A Tribune retrospective documented that he pursued the issue repeatedly during his political career.
The demand remained unresolved when that report appeared in January 2022, illustrating a longstanding local concern that extended across successive governments and representatives.
Passing and Political Legacy
Sh. Ramesh Chander Dogra passed away on 23 April 2013, following a prolonged illness. He was survived by his wife, two sons and a daughter.
His son, Arun Dogra, continued the family’s involvement in public life and won the Dasuya Assembly seat in 2017.
Dogra’s place in Hoshiarpur’s history rests on his four Assembly victories, service as Deputy Speaker, ministerial responsibilities and sustained association with Dasuya. His career remains an important chapter in the district’s political and institutional development.
