Sh. Brahm Shanker Jimpa’s public journey connects business, community service and electoral politics in Hoshiarpur. A four-time municipal councillor before entering the Punjab Assembly, he rose from ward-level representation to become a Cabinet minister in the government led by Chief Minister Bhagwant Mann.
He represents Hoshiarpur in the Punjab Legislative Assembly as an Aam Aadmi Party legislator and is a former Punjab Cabinet minister.

Business Background and Community Connections
Jimpa’s professional background includes the activated-carbon industry. A February 2021 Tribune profile described him as an industrialist and vice-president of the Carbon Manufacturers’ Association.
The same report documented his association with Manavta Mandir in Hoshiarpur and his role as president of the Faqir Charitable Library Trust, which managed the religious centre, a school and associated institutions. These connections formed an important part of his public life beyond electoral politics.
Four Consecutive Municipal Election Victories
Jimpa first became a municipal councillor in 2003, winning subsequent elections in 2008 and 2015. In 2021, after being denied a Congress ticket, he contested independently from Ward No. 6 and secured his fourth consecutive municipal victory.
His years in local government provided experience in neighbourhood representation and residents’ everyday civic concerns. In the 2021 Tribune profile, he described municipal service as a personal commitment rather than simply a profession.
From Industrial Administration to the Assembly
In June 2020, Jimpa assumed office as vice-chairman of the Punjab State Industrial Development Corporation, adding a state-level industrial responsibility to his municipal experience.
He subsequently joined the Aam Aadmi Party in 2021. In the 2022 Punjab Assembly election, he defeated former minister Sunder Sham Arora in Hoshiarpur. On 19 March 2022, he took oath as a Cabinet minister—an important milestone in his first term as an MLA.
Ministerial Responsibilities and Public Priorities
At the beginning of his ministerial tenure, Jimpa was assigned responsibilities covering Revenue, Rehabilitation and Disaster Management; Water Resources; and Water Supply and Sanitation.
While assuming charge in March 2022, he identified easier access to revenue services, improved departmental efficiency, groundwater conservation and rainwater harvesting as priorities. These were stated policy objectives guiding his departmental work.
His work also included reviewing drinking-water infrastructure. In January 2024, The Tribune reported his inspection of the Talwara Surface Water Project, planned to serve 197 villages across Talwara, Hajipur, Bhunga and Dasuya blocks. He called for timely completion and quality construction. The report documented a project under implementation, rather than a completed achievement.
A Continuing Connection with Hoshiarpur
Jimpa’s Cabinet tenure ended during the September 2024 reshuffle. He continued his role as Hoshiarpur’s MLA, with reporting in July 2026 identifying him as the constituency’s legislator and a former Cabinet minister.
Four municipal victories, election to the Punjab Assembly and service in the state Cabinet mark the principal milestones of his career. His journey illustrates the progression from neighbourhood-level public representation to wider administrative responsibility, while retaining a close connection with Hoshiarpur.
